Incumbent serves as Weatherization Manager, responsible for supervision and the day-to-day operations of the JobSource Weatherization Program in Madison, Grant, Howard and Tipton Counties.
Makes hiring decisions for the department and supervises Weatherization Energy Auditors, Quality
Control Inspectors (QCls) and other assigned personnel, including training, monitoring/evaluating work performance, providing corrective instruction and resolving problems as needed.
Assists with the establishment and maintenance of Weatherization policies and procedures, assuring compliance with the U.S. Department of Energy (DOE), Indiana Housing and Community Development Authority (IHCDA), Low-income Heating Energy Assistance Program (LIHEAP), JobSource, other local program rules, regulations and statutes and applying them on a case–by-case basis.
Monitors program funds to ensure budget guidelines and production requirements are being met. Works closely with the Controller to identify any needed adjustments to the budget, production or cost per home.
Calculates annual and quarterly home completion goals and costs. Maintains/updates Roeing Weatherization database and completes reports as required by appropriate funding source.
Monitors contractor’s performance, assuring all work is in accordance with established timetables, objectives, policies and procedures, with the ability to make necessary changes in schedules, work orders and budgets to complete the weatherization project.
Reviews and approves contractor invoices for payment and assigns costs to appropriate budgets. Assures payment of Weatherization supplier invoices by working closely with the Accounting Department.
Supervises the identification, recruitment, application and selection of eligible participants for the weatherization program.
Assures proper maintenance and confidentiality of Department records and client files.
Conducts the yearly contractor procurement process and assures compliance with policies and procedures. Evaluates bid packages, negotiates material prices and completes contracts.
Oversees production of weatherization and rehabilitation work for the dwelling of eligible clients, final inspections of weatherized dwellings and assures compliance of the NREL Standard Work Specifications (SWS) and other appropriate workmanship standards.
Orders and procures various weatherization materials and supplies. Maintains an inventory of warehouse materials, weatherization diagnostic instruments, tools, vehicles, equipment and supplies.
Provides technical and program assistance when needed and be willing to present at conferences to promote the Indiana Weatherization Assistance Program and JobSource at the local, state and national level.
Prepares reports for the CAP Board of Directors’ meetings and be available at the meetings to answer questions.
Performs related duties as assigned.
